It has been up to 2024 high representative of the European Union for Foreign Affairs and Security Policy and Vice President of the European Commission. He has been Minister of Foreign Affairs of Spain and president of the European Parliament. He is an aeronautical engineer from the Polytechnic University of Madrid and a degree in Economic Sciences from the Complutense University, with masteres in mathematics applied by Stanford and in Economics and Petroleum Technology from the French Petroleum Institute. Doctor Honoris Causa from the Pontifical University Comillas, is currently distinguished Fellow at the Royal Elcano Institute.
