Who is Josep Borrell Fontelles?

He served as High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission until 2024. He has also served as Spain's Minister of Foreign Affairs and President of the European Parliament. He holds a degree in Aeronautical Engineering from the Polytechnic University of Madrid and a degree in Economics from the Complutense University of Madrid, with master's degrees in Applied Mathematics from Stanford University and in Petroleum Economics and Technology from the French Petroleum Institute. He holds an honorary doctorate from the Pontifical University of Comillas and is currently a Distinguished Fellow at the Elcano Royal Institute.
