He hasSecretary Generalas of the Hispania Nostra, Dean of the Faculty of Law, and Vice-Rector of the UNED. Heconceived the idea for and led the group of experts who drafted the Ibero-American Cultural Charter. He is the author of over one hundred legal articles and monographs, including *Culture, Cultures and the Constitution* (CEPC), on topics of public and constitutional law and cultural law.
